From Climate Promises to Climate Delivery

COP32 refers to the 32nd Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the annual global forum where governments, civil society, youth, and other stakeholders advance collective action on climate change.

In 2027, Ethiopia will host COP32, placing the country and the African continent at the centre of global climate governance. This moment goes beyond the location of a conference—it represents an opportunity to shift global climate action from commitments to accountability and  delivery.

Why COP32 Matters for Africa

Africa contributes a small share of global greenhouse gas emissions while experiencing some of the most severe climate impacts. Hosting COP32 creates a strategic opportunity to advance: Climate justice and equity Adaptation and resilience priorities African and youth leadership in climate decision-making Ethiopia’s selection is a milestone for the continent, which has previously hosted the COP only in Morocco (2001 and 2016) and Egypt (2022).

Ethiopia’s Strategic Role

As home to the headquarters of the African Union, Ethiopia is uniquely positioned to mobilise regional and international cooperation. COP32 also offers a platform to highlight national efforts such as the Green Legacy Programme, which focuses on ecosystem restoration and combating deforestation. Hosting the summit may also contribute to economic development through tourism, infrastructure improvements, and increased international engagement.

Repositioning Africa in Global Climate Action

COP32 provides a platform to move beyond narratives of vulnerability by elevating African perspectives, solutions, and innovations. From renewable energy deployment to climate-resilient agriculture, African countries are demonstrating pathways to sustainable development aligned with climate goals. As Africa’s diplomatic capital, Addis Ababa is well placed to strengthen Africa’s influence in global climate governance.

Climate Finance, Adaptation, and Loss and Damage

A central focus of Ethiopia’s COP32 agenda is expected to be climate finance, particularly for adaptation. Many countries are already facing climate impacts that require immediate and sustained support. Key priorities include: Predictable and long-term climate finance Accessible funding for vulnerable countries and communities Operationalisation of the loss and damage fund to ensure timely and equitable support This approach frames climate finance and loss and damage as matters of justice and responsibility, not charity.

Addressing the Climate–Debt Challenge

High debt burdens continue to limit climate investment across Africa. COP32 may elevate innovative solutions such as debt-for-climate swaps, linking debt relief to investments in renewable energy, ecosystem restoration, and climate resilience.

Accountability and Delivery

A persistent challenge in global climate action is the gap between commitments and implementation. Ethiopia’s COP32 leadership is expected to emphasise transparency, monitoring, and accountability to ensure measurable results for communities and ecosystems.
